I think probably it would be good to see how 2009-3 fares, first.

I feel it's important for 2009-3 to get it's chance for an "up/down" vote.

I think many in the community feel that once the last IPv4 is handed
out that we should get all hands on board to get to IPv6 and leave
IPv4 in the dust, that efforts on IPv4 recovery are ultimately just
prolonging the supply of IPv4 for a short time, and serve as a
distraction to IPv6 adoption.  I suspect this feeling drives much of
the uncertainty around 2009-3

My feeling is the community needs to reach consensus on the value of
IPv4 recovery.  I feel this will happen quicker if it is shown that
IPv4 recovery efforts have value, ie: that they are actually working.
This is why we put in the clause:

"...ARIN will maintain, and make readily available to the community, a 
current list of number resources with no valid POC..."

into proposal 2008-7, as once ARIN starts supplying this data it will
be easy to draw conclusions as to whether IPv4 recovery will produce
significant IPv4, in the ARIN region at any rate, as well as alter the
timeline as to when IPv4 exhaustion is "really going to happen"
