BTW - there is an entity that is perfectly willing to step in and be that
neutral 6th registry. They have proposed that they be so designated. That
entity is the ITU.

Stephen,

My read on this (which could well be wrong; I'm not in the thick of
it) is that the point of this policy proposal is basically political.

The other four RIRs (who have already passed it) want us to
demonstrate a complete unwillingness to play ball with them following
free pool exhaustion so that they can come back and justify demanding
that the legacy registration pools (established before ARIN's
existance) be moved to a region-neutral 6th registrar since ARIN won't
play nice. There won't be any sixth registrar of course, but in the
process of arguing the case ARIN will be forced to concede control of
recovered addresses from the legacy areas that are only administered
by ARIN versus allocated to ARIN by IANA.

We really ought to move 2009-3 forward. Participating in the
establishment of a formal mechanism for redistributing addresses
between regions is the act of good faith that we need to derail the
politics here. After making it quite clear that just as with the UN,
we have no intention of giving up control over which of our resources
get sent to the rest of the world.
