Hi Owen,

Two comments:

1. If we pass one of the generalized proposals to extend ARIN IPv4
allocations to /24 for multihomed users or fix the general brokenness
in IPv6 policy for multihomed users as I previously suggested then
most of the issues raised in proposal 2008-3 become moot.

The only remaining community networks ineligible for ARIN IPv6
addresses would be single-homed and unconnected entities trying to
escape later renumbering pain, a justification ARIN's participants
have repeatedly shot down as inappropriate.

2. I'm not convinced that it's ARIN's proper place to intentionally,
directly and specifically engage in the noble redistribution of wealth
from the haves (companies which pay a lot for their BGP-capable
routers) to the have-nots (volunteer networks). 2008-3 smacks of Robin
Hood.
