I'm glad you mentioned this, I kind of missed that.

Is the intent that this actually replace section 4.4 Micro-allocation, 
which is about critical infrastructure micro-allocations. I think it is 
very important for critical infrastructure micro-allocations to be 
retained. They are for very different purposes, and the need for critical 
infrastructure micro-allocations is independent of this proposed policy. I 
don't support eliminating critical infrastructure micro-allocations at all.
