I think the term "IANA free pool" needs to be unambiguously defined in order
to understand your text. The current "Global Policy for the Allocation of
the Remaining IPv4 Address Space" states that the five /8s set aside for the
final allocation to the RIRs are "no longer be part of the available space
at the IANA pool" and so might confuse things.

Do you intend to include those five /8s? In order to avoid the possibility
of misinterpretation, it might be clearest to use a phrase like "unallocated
IPv4 /8s" or something like that.
