AFAICT, none of these organizations meet the definition of "community 
network" in 2008-3.  If you think that these orgs are not well served by 
current policy, please start a new thread describing what specifically 
you think needs to be changed to accommodate them.  Or, write your own 
policy proposal -- but please don't hijack someone else's 
proposal/discussion that has nothing to do with what you're talking about.
