I wonder if any of the parties could easily re-generate the numbers
for two groups of addresses, those allocated prior to December 1997
(ARIN's founding date), and those after.
I note of course that the date alone does not 100% match legacy/non-legacy
for a number of reasons, but I suspect it's 99% correct, and by far
the easiest way for the records to be quickly separated.
