[arin-ppml] TPRC Paper on IP Addresses and Transfer Markets: "Running on Empty: the Challenge of Managing Internet Addresses"

Yes, it's especially gratifying to see a paper with Tom Vest's name on
it conclude that "An approved, well-functioning market is preferable to
the alternatives." ;-)
