Milton isn't talking about in-addr.arpa PTR records. He's drawing the
distinction between the output of "whois somedomain.com" (DNS whois) and
"whois 192.168.0.1" (IP whois). While they both use the whois protocol,
those two namespaces operate under somewhat different rules.
