Here's my take. I'm just a tiny AS operator. There's big chunks out 
there that aren't under ARIN's control. Jerking around a /22 holder with 
audits just to maybe extend the runout date by 10 seconds doesn't really 
seem worth it. I don't have a huge staff sitting around to play 
paperwork games to make someone else happy, and I have a gut feeling 
that in the end it will be people like me and my /22 that will suffer, 
while the bigger orgs will continue to get a free pass. I'd rather see 
efforts focused on 1) pushing IPv6 like there's no tomorrow and failing 
that 2) getting back something that would be worthwhile like a /8.
