Yes, but in this case the maintainer is the same as the generator and the
inputer.  This would be closed loop as opposed to the open loop of email
RBL's..  ARIN would be evaluating their own data..  Not taking in data from
end users..  

The ARIN bogon list would just be (!allocated) ..  Or allocated not..
However your prefer to perceive it..  The likelihood of success and accuracy
are much greater than when trying to act on the evalutaions of end users.
