Yeah right.

This serves no practical purpose. What about:
3a) Organizations will not ever {return??} unused and/or unneeded IPv4
space to the RIR because they will use said space to spin off a wholly
owned subsidiary ISP that would use said space to provide IPv4
connectivity to customers who [cough] happen to have cash to pay for it?
