The way I read it, this policy proposal does both: upon receipt of the
last /8 from IANA, it reserves an IPv4 /10 for use in "IPv6 deployment"
scenarios, and directs ARIN to begin allocating /24-/28 blocks out of the /10.
Given that the policy doesn't go into effect until IANA free pool
exhaustion, it's worth noting that when it does go into effect, IPv4
resources will be considered "scarce", and shortly afterward ARIN's free
pool will likely be exhausted as well. So it won't be too long after the
policy takes effect that clause #4 ("the applicant must demonstrate that
no other allocations or assignments will meet this need") will begun to be
met, and demand will start to pick up for allocations from this block.
I agree that additional policy work is warranted here, but I don't think
that's any reason to hold up ratification of 2008-5. (Examples of such
follow-up policies might be things like: a policy to allow
micro-allocations for IPv6 transition purposes immediately, or a policy to
adjust the reserved block size from /10 to something smaller or larger.)
