I've been reading up on the NRPM, and I have a few comments to add.

Actually NRPM 4.1.2, 4.1.3, and 4.1.4 paraphrases much of this text, as it
probably should. However, 2007-14 proposes to delete these sections, and
I'm not sure it replaces every thing it deletes, I'll make those comments in
regard to 2007-14, but if this issue is important to you maybe you should
look closely at 2007-14.

So these with 4.1.7's reference to RFC 2050 cover the issue, however given
that we are moving into a world with no IANA Free Pool more explicit
language could probably be helpful. The language here in the NRPM and
RFC 2050 leave a lot to interpretation.
