In broad, I like it a lot better.

I would, however, change the action verbs from advisory ("should") to
mandatory ("shall"), throughout.

I would also change the 1st statement to:

     Arin will validate each WHOIS POC at least annually.

Rationale: for a POC with which ARIN has had contact "recently", there is 
little to be gained by re-verifying the validity of that contact information.
Reducing the number of POCs that must be validated is obviously advantageous,
in that it reduces the workload.  

This proposed language also allows staff to verify _more_frequently_, if,
in their opinion, circumstances warrarnt it. And, those circumstances can
be evaluated on a case-by-case basis.
