[arin-ppml] Transfer Proposals

This probably needs a statement from the ARIN legal counsel.

If the transfer policy would conflict with the existing RSA and
corresponding policies, that would need to be sorted out.
If RSA signers are required to return unused address space then
A transfer policy would only apply to legacy holders.

3.1 of 2050 seems to indicate that ARIN can revoke IPs if the
need no longer exists.

This does not cover the case of partial usage though.
2050 only requires a 25% immediate utilization rate for allocation.
and an estimate of 50% within a year.
It also states these are only guidelines.

The basic question is:

What level of utilization is necessary to prevent revocation and
are RSA signers required to return unused space at some level of
utilization if they will not need it within one year?
