Michael, you are again missing the point.  Yes, ISPs should be doing  
this.  But the vast majority of (direct or indirect) assignees are end  
users, and that's what this discussion is about.

That's why I said that discussion of how to enable IPv6 in a network  
was a tangent to this conversation.  Because we know.  They don't.
