Not sure where you got that idea.  Anything up to and including a /14
is Large, $9k/year.  Over a /14 is X-Large, $18k/year.

X-Small pays $1.22 > N > $0.30 per addr per year
Small pays $0.54 > N > $0.27 per addr per year
Medium pays $0.54 > N > $0.06 per addr per year
Large pays $0.13 > N > $0.03 per addr per year
X-Large pays $0.06 > N > $verysmall per addr per year

So what?  The big organizations also put substantially less burden on
ARIN's analysts because they know what they are doing and interact
well with ARIN's processes.  Based on cost of actually providing the
service, charging the X-Small and Small organizations more is almost
certainly warranted.
