[arin-ppml] Proposed Petition Process for New PDP -- Comments Due 9May

I see the point about the perception that the staff may be holding up some 
thing, and I agree it would be good to avoid that perception.  However, I 
think there are other reasons to still have this step.  This is not the only 
check on Staff interference there are other remedies through executive 
oversight by the board, especially if there is a chronic issue.  

But, this step could be important to deal with process abuse by a member of 
the community.  If the staff finds that a policy is is not clear and the author or 
originator can't find some minimal support thorough the PPML, then why is it 
a good use of limited AC resources to even consider it further?

In Robert's Rules of Order, Motions are generally required to be seconded, 
a primary reason for this is to insure that there is at least someone else 
supporting the Motion before it is considered, and to insure no single person 
can abuse the process.  The Second is generally a formality, almost always 
someone Seconds a Motion, but every once and a while a Motion get no 
Second and the Motion is Lost.

So I would prefer as Owen originally proposed that the step be preserved 
but the threshold lowered, I'd say maybe even down to two or even one  
other person(s) from a different organization(s).  Basically, if you can't get 
someone to second the motion why should it be considered.  Additionally, if 
the issue is an important one, even if it can't clearly and concisely articulate, 
the community will likely make that evident through this step.  

Just a thought before the land slides out from under this step.
