Although if it's not PA and aggregated and instead PI with
multi-homing then the impact to the routing system grows
super-linearly as a factor of both number of multi-homing
instances and routing system interconnection denseness.
That is, while the sum of unique FIB entries may not
increase, the existence of more unique paths and more
churn require more FIB IO, processor memory, CPU, etc..
