I completely agree with all the points that Fred has raised. In particular, we need to keep the 7 May resolution in mind when evaluating policy proposals.

I oppose Policy Proposal 2008-2 IPv4 Transfer Policy Proposal
- Policy Section 8 Transfers is currently adequate
- Transfer policy should continue to be protocol-agnostic.
- 2008-2 does not reinforce the 7-May-07 ARIN resolution on "Internet
Protocol Numbering Resources Availability" encouraging " migration to
IPv6 numbering resources where possible"
