[arin-ppml] rwhoisd alternatives

We built a script that pulls all the allocation data from our custom
inhouse IP tracking database, and rebuilds the rwhois data every 15
minutes out of cron, and we run the stock rwhoisd against those
datafiles. We just extended the schema so we didn't have to deal with
the whole whack of contact handles, and all that other cruft, the output
ends up just looking similar to the RIPE whois when we're done (for
example, whois 208.83.66.130)

Not as cool or sophisticated as some of the more whizbang solutions that
do it in real time, but it works well and made getting our second /21
absolutely painless.
