[arin-ppml] ARIN address transfer policy

Thanks to Owen, Leo and Scott for responding. 

Based on what you all said, it seems as if it would be best for the
questions I have to be openly stated and discussed on this list. Most of
the AC members, if not all, are probably present here and the rest of
the list would benefit from seeing the questions answered, as many of
them may have the same questions in mind. I'll start soon.

It was a joint effort of the entire ARIN AC.

 

Amendments can be proposed by stating what you want on the list, and,
will

be implemented, if accepted, by the AC incorporating them into the next

revision of the policy.
