Bad idea. KC is a researcher which means that she collects data
and analyzes it. What we want here is a maintained database which
records the filtering rules of every AS number holder. This is 
a job for the RIRs, not for the research community. To collect this
information requires education and outreach, which tends to be among
the formal purposes of each of the RIRs.
