[arin-ppml] Your views on ARIN Transfer Policy Proposal 2008-2

I for one am strongly opposed to any policy that permits user to user
transfers of IP addresses bypassing ARIN qualification whether for money
or for free.  Any policy that accomplishes that will dilute any
management efforts that ARIN has until they are worthless.  With such a
policy ARIN could just as well be reduced to a Wikki with a spreadsheet.
