The 24 month timeframe is only if you want to switch from being a 
transferor to a transferee, or vice versa. That is to prevent 
speculation. If you perform an M&A transfer (the kind allowed by current 
policy), those restrictions do not apply, and you can still get 
addresses as a transferee through the Simple IPv4 transfer policy.

There is a 6-month restriction on getting additional address space, 
which is intended to make sure you get a big enough block the first time 
to meet your needs for that timeframe, rather than scraping up lots of 
smaller netblocks. However, it doesn't sound like that's what you're 
referring to.
