Please get your head out of the clouds. IPv6 addresses are available
from all RIRs. The need for Transparent Internet Acess
<http://www.getipv6.info/index.php/Transparent_Internet_Access>
will mean that once the IPv6 transition has begun in some countries,
there will no longer be any value in maintaining growth of IPv4
networks because whether you use IPv4 or IPV6, you will still have
to operate transition mechanisms.

Considering that you can't escape spending money to live with IPv6,
it is smarter to begin your IPv6 transition earlier, rather than
hanging on to IPv4 until the bitter end. If you hang on until the
end, then you will have to spend money again, at a time when your
comptetitors have already broken free of IPv4.

There will never be a time when 3rd world countries can't get IPs.
And no rich companies will ever corner the market on IPs because
there are simply too many addresses in the IPv6 address space.
