It is meant to prevent the subdivision of anything smaller than the
current minimum, but, allow transfers only of /24s or larger.

No.  You can transfer your hypothetical /16 as follows:
	Keep 1 /24
	Transfer the remaining
		/24
		/23
		/22
		/21
		/20
		/19
		/18
		/17
	as separate blocks.

That is why we specified "multiple non-aggregatable" blocks.
