The article highlights results of a 2007 survey of network
managers' views on IPv6; one interesting data point is:

"The number of survey respondents who said IPv6 does
not provide benefits to their network infrastructures rose
    from 33% in 2005 to 49% in 2007."

Certainly reflects reality today, so the real question is when
does the carrier community tell their customers that increasing
numbers of new Internet sites are likely to be reachable only
via IPv6?

They might want to resurvey the same network managers
immediately after that announcement.
