ain't nothin' gonna support ipv4 growth.  a distinct problem with a 
small set of finite integers.  ah well.

but apnic prop-0062 does address the problem of new entrants needing 
*small* bits of ipv4 space (think siit / nat-pt) for a looooong time. 
something like this might be useful in the arin region.

and it does partially address the issue you raised, about as much as one 
can given the small finite pool of integers.
