Hi, Michael
I think the critical issue on this policy proposal is the merit of
setting a fixed and relatively small size for the last allocations. I
would like to see more discussion of that. It could make sense, I just
haven't heard enough.

I only raised the question of a plan for v6 migration because I don't
think the distribution of these blocks should be contingent on that.
Let's not get distracted by more banking analogies.
