No. When party A sells something to party B for consideration and
doesn't deliver it there is all kinds of legal recourse outside of the
ARIN regime. If ARIN wants to help it can prepare a simple template
transfer contract, but the enforcement of it would depend on the buyer,
not ARIN. The LRSA is irrelevant for those purposes.
