[arin-ppml] Results of Transfer Proposal Survey

I think perhaps Ted misunderstood the purpose of the survey.
The purpose of the survey was to help the AC modify 2008-2 in ways
that would increase support for the policy proposal. In Denver the
community strongly told the AC to revise the proposal, and the AC
is trying to figure out how to do it. Since the proposal is to
enable IPv4 transfers, it should be no suprise the questions are
to which restrictions on transfers would be best.
The survey does not represent consensus, or lack of, for the policy.
That will be determined by PPML, and the community at the Carribean
and Los Angeles meetings.
In essence Ted, it's like jumping on the Democrats at the Democratic
convention and complaining McCain isn't on the ballet.
PPML is a little weird in that both sides of an issue get to discuss
their strategys and ideas in front of the other side.
