I'm not so sure about policy mechanisms, but I can see one
possible action that ARIN could take which will seriously raise
awareness of the IPv6 transition issues and timeline.

Require all Address Block holders to file a monthly report of
their address usage INCLUDING PROJECTED RUNOUT DATE. This would
be very high level giving the begin and end address, current
percentage used, and projected runout date. ARIN could have 
a simple website where people could upload CSV files, and the
info would be confidential but would be used for statistical 
reporting purposes.

Don't accept new applications unless the applicant is totally
new, or has filed at least one of these reports.

FYI, I borrowed this idea from NANPA, the North American Numbering
Plan people who look after telephone numbers. They require all
holders of 10,000 number blocks to report status and runout dates,
although they want not only usage, but also how many numbers are
in limbo between subscribers.

My hope is that this would provide enough data so that we could
provide some better projections of when ARIN's runout date would
occur.
