Maybe the wording should be changed to something along the lines of:

...is not received within 14 days, every instance of the unresponsive email
address will be /marked/ with "REFUSED RESPONSE" in the whois directory.

Would that leave it open enough for ARIN staff to implement the policy in
a manner that works best for the database?
