Authentication is one of the bugaboos in the current routing system.
ARIN certainly has an opportunity to be a part of the solution here,
but to succeed it must first convince the vast majority of the legacy
holders to join a contract that that makes ARIN the undisputed arbiter
of authentication. Or convince the major carriers, most of them legacy
holders themselves, to use ARIN as the authentication arbiter anyway.

I think Jeff's suggestions, this one particularly, move in a positive
direction and would bring additional legacy registrants into the fold.
