Right: n. That which a person has a just claim to; power, privilege, etc.
that belongs to a person by law, nature or tradition.

Sure sounds like a right to me.

ARIN would be breaching its contract with the Dept. of Commerce or
IANA  or whatever historically gave it the right to allocate address
space that was not *already* allocated to legacy holders, not with
me, as I have no contract with ARIN.  However, if I were to sign an
LRSA (or get on of the company officers to sign it), ARIN could sieze
my address space tomorrow.  Why?  Because although I easily qualify
for a class C (what I was allocated 16? years ago), I don't have
nearly enough usage to qualify for a /22, which is the minimum
permitted under current rules.  Unless it has changed, the LRSA
says I have to qualify under the current rules to keep my space.

Don't go saying I should be getting my space from my ISP or from
RFC1918...  Most of my hosts fall into what is described as
"Catagory 3" in RFC1918.  And I must not understand the meaning
of the word "static" in the term "Verizon Business FIOS static
address", since they informed us two days ago that our "static"
addresses are changing at midnight on Sept 11.  And no, they
can't tell us what the new addresses are, but if we just keep
following the telephone support system's prompts, we'll eventually
get disconnected, "thank you, your call is important to us."

Fortunately, it is only 5/8th's of our externally visible
addresses that are affected...  I'm not annoyed.  :-(
