The LRSA says ARIN won't take your legacy address space based on
a lack of utilization. Section 10b. It also says that in any
conflicts between ARIN policies and the LRSA, the LRSA wins.
(b) ARIN will take no action to reduce the services provided for
Included Number Resources that are not currently being utilized by the
Legacy Applicant.
