I'm sure they can, too.  It will undoubtedly come with it's own
version of an RSA, and as it will be costly to administer, whoever
will administer it will want to charge a fee for signing up with
it.  Thus, how exactly would this legacy resource holder system be
any different than what the legacy resource holders have right now
with the ARIN legacy RSA?

Oooohhh, I get it!  What they have right now is administered by ARIN
and since we all know that ARIN is run by the devil incarnate, it
MUST be BAD!!!!  (ignore that man behind the curtain there who is
giving any legacy holders free whois in the current arin database)

Please get real, Keith.  The fact that your maintaining your /24
registration is enough of an argument to shoot this ill-advised
proposal down, there's no need to start dragging in loaded terms
and turning it into an emotional free-for-all
