[arin-ppml] Whois Integrity Policy Proposal -- What is proof and how big is the problem?

The Whois Integrity Policy Proposal says:

  ARIN will not update historical information in
  the ARIN Whois Database until the resource holder
  can prove the organization's right to the resource.

What documentation will be required for an organization to prove their
right to a resource?

The APNIC proposal provided some statistics about how many organizations
might be affected by their proposal. Are there any counts available for
ARIN?
