It sounds like a proposal for an allocation/assignment policy to me.
Changing the policy from "We give you what you need" to "We give
you the single closest match we have" would be a IRPEP item. IMHO,
and I haven't asked the rest of the Board. Not sure how I'd vote if
it came to the Board. For external use only. Do not eat soap. OK!
