[arin-ppml] policy idea for PA allocations]

Its an interesting idea.  I wonder how much it would increase the number of requests the ARIN staff ends up processing per week though.  Given most likely the Utilization percentile rule would be met much faster given the requestor may end up with a much smaller size then they needed to get.

This could have two effects that I see right away.  One, distribution lasts a smidge longer and spreads the remaining addresses out to a smidge more larger of requestors.  Two ARIN staff gets an increase in the number of requests due to requestors coming back much faster than before due to decreased sizes that are granted.

I know this idea has alot more angles to it that can be pulled out of it.  But those are the first two that jump out at me.  Its possible that this idea would be favorable to the smaller entities requesting space but it could also end up not really making much of a difference at all.  If this gets moved into a policy proposal I'll spend more analysis time on it.

It sounds like a reduction in complexity to me..  You go to the store to buy one item and get the biggest one they have in your color..  That meets your immediate needs and if you need more you go back to the store..  Sounds simple to me..
