Clarification question: What's the difference between "separate 
organizations" in this text and the "other organizations" in the current 
section of the NRPM?  Is the intent that if I allocated 3 /48s to the 
same "other" organization that it would now count as one organization 
instead of 3 /48s toward my goal of 200?
