Owen,
If you're not burnt out on the topic yet, it might make sense to put
forth a proposal to reconcile 4.2.1.6 with current staff interpretation
(as discovered at the meeting), and explicitly state within 4.2.1.6 that
it applies to end users as well as ISPs.
