Sorry.  It's a semi-offical name that comes from "Number Policy
Operational Guidelines".  Collectively all the stuff that's not
policy, but we think needs to be written down.

The BoT, Staff, and the AC are all providing some input into such
a document.  I don't know that the final form or contents have been
decided yet.
