In the Legacy RSA Version 1.0:

Section 15, "GENERAL PROVISIONS", following paragraph (l) "Governing
Law..." there is a paragraph:

  (b) If the Legacy Applicant is part of a national, state, or local...

It is not clear where this paragraph really should be.
