Unless I have a horribly unclear understanding of what "stewardship"
means, ARIN intends to manage number resources, I.e., IPv4, IPv6, and
ASNs.  ARIN is agnostic about what network protocol is used.  It is,
however, very interested in managing how the numbers are distributed.

There's zero need for policy to state that we need to replace IPv4 with
IPv6.  Any replacement of IPv4 will be driven by the needs of the
community, not by ARIN itself.
