[ppml] Can the RIRs bypass the IETF and do their own thing?

That may be true for IPv6 operational issues, however, following the IETF
procedures, for discussing about ULA-central, which is an IPv6 WG item, it
should be done at the ipv6 at ietf.org mail exploder.
