may i suggest an experiment, much along the lines of the old CIDR test with net 39. for a defined period of perhaps a year, allow folks to use addresses in net 240/4 ... collect reports of what actually works and what does not.... Once emperical evidence is in hand, it will be much easier to justify a status change for this range. --bill
