	Jeroen, 
	You have your mission then.  Since RIR policies are set regionally, 
	BY THEIR MEMBERS and not globally, you can affect change by going to
	each RIR and persuading their members to support your policy proposals.
	When/If you can get concensus by ALL the RIRs on a given suite of policy,
	Then you get a global policy.  See how easy it is?
